NSW Building Sustainability Index (BASIX)

Introduced as part of the NSW planning system, BASIX - the Building Sustainability Index - is a web-based planning tool that measures the potential performance of new residential dwellings against the environmental criteria of energy, water and thermal comfort.

Each development application for a residential dwelling in NSW must be submitted with a BASIX Certificate. This Certificate will be required to show how your development meets the BASIX targets for the Thermal Comfort, Energy, and Water components of the BASIX regulation. This is completed on-line using the web based BASIX tool. For more information see the BASIX website.

ABSA Assessors have been Accredited to carry out computer Simulation ratings and provide Certification to show compliance with the Thermal Comfort - Simulation Method section of BASIX. It is a mandatory requirement that an ABSA Assessor must be engaged to carry out this work.

ABSA has extensive accreditation and Quality Assurance procedures for assessors, to ensure that consumers and regulators can be confident in receiving a high standard of professional service. Assessors are also backed by professional indemnity insurance. You can loacte an Assessor using the Find an Assessor page and selecting the 'Thermal Comfort Simulation (BASIX)' service.


NSW ABSA Assessors with particular expertise in sustainable building design can provide advice and assist in preparing a BASIX Certificate. There is currently no formal accreditation scheme for conducting BASIX assessments and issuing BASIX certificates.

You can search for Assessors who are able to prepare complete BASIX Certificates under Find an Assessor and selecting the 'NSW BASIX Assessment' service. Before an Assessor can be listed as being able to conduct BASIX assessments, ABSA requires the Assessor to demonstrate:

  • industry experience and professional or trade qualifications
  • experience and competency in the nominated field
